The Jacques Delors Institute, in partnership with the Calouste Gulbenkian Foundation, organises a conference exploring means enabling workers' mobility in Europe that would manage to combine this fundamental freedom with fair competition between companies. Regulating by a European directive voted in 1996, the posting of workers has become a corollary of abusive pratices and more globally of a lack of social convergence within the European Union. While a revision of the directive was about to be achieved, Emmanuel Macron has expressed his will to go further, even if it risks to generate tensions with other European Member States such as Poland. In this charged political environment, the European Commission President, Jeanc-Claude Juncker, in his "State of the Union" speech of the 13th of September, proposed to establish a common Labour Market Authority to improve control capabilities and prevent abuses.
