Benjamin Couteau

Research Fellow, Centre Grande Europe

Benjamin Couteau has been a researcher at the Jacques Delors Institute at the Centre Grande Europe since November 2022, specializing in EU enlargement policy, the Western Balkans, and Turkey. His work focuses on the relationships between countries in the region and the European Union and competing influences in the region.

He has been head of the Institute’s working groups (Geopolitics, Migration & Asylum, European Parliament Observatory, EU-China Relations) and educational director of the Notre Europe Academy (2021–2024), training students and young professionals on European issues.

He holds a bachelor’s degree in European Union and international law (University of Bordeaux), a master’s degree in EU law and a master’s degree in human rights and EU law (University of Paris 1 Panthéon-Sorbonne). He has studied at the University of Paris 2 Panthéon-Assas and Mykolas Romeris University (Lithuania). He is fluent in French, English, and Spanish, with a basic knowledge of Italian and Turkish.
