Clotilde Warin
Associate Researcher Fellow, democratic resilience

Clotilde Warin has been an Associate Research Fellow at the Institut Jacques Delors on democracy issues since 2026. She previously served as European Affairs Officer at the Centre d’analyse, de prévision et de stratégie (CAPS) of the French Ministry for Europe and Foreign Affairs (2020–2025), where she covered rule of law issues, the rise of illiberalism in Europe, EU enlargement, the Eastern Neighbourhood Policy, and the Western Balkans. She also lectured at Sciences Po Paris in the PSIA Master’s program on “EU Foreign Policy” (2022–2025), as well as at Institut national des Langues et Civilisations orientales (Inalco) for Master’s students in “European Diplomatic Practices” (2022–2025).
Previously, she was Editor-in-Chief of the journal of the think tank Confrontations Europe, where she covered European migration policy (2015–2020). She conducted research on this topic as a consultant for Clingendael (the Netherlands Institute of International Relations), the Small Arms Survey at the Institut des Hautes Etudes Internationales et du Développement in Geneva, and the NGO Médecins Sans Frontières. She also authored reports for the Direction générale des relations internationales et de la stratégie (DGRIS) of the French Ministry of the Armed Forces and the Centre français des études éthiopiennes (CFEE). Her articles have been published in the London Review of Books, Foreign Policy, XXI, Servir (the alumni journal of ENA and INSP), and Migrations Société (published by the French Centre for Information and Research on International Migration).
She began her career as a journalist for the French press, including L’Expansion, Le Canard Enchaîné (Les Dossiers), L’Express, and Libération, among others. She is a graduate of Sciences Po Paris (with honors as Laureate) and the Centre de Formation des Journalistes (CFJ) in Paris. She holds a Master’s degree in French Literature and a Master’s degree in Latin. Her working languages are French and English; she is also proficient in Spanish and Russian and has a working knowledge of Italian. She is also an Associate Research Fellow at the think tanks Euro Créative and Eastern Circles.
