Eulalia Rubio

Senior Research Fellow, economic affairs

Eulalia Rubio has been a senior researcher at the Jacques Delors Institute since January 2007, specializing in the European Union budget, EU fiscal policy, and European public investment policies. She has worked on the post-Covid recovery plan, the role of the European Investment Bank (EIB), the financial dimension of the European Green Deal, and the investment component of the EU’s industrial strategy.

Prior to that, she was an associate professor of comparative politics at Pompeu Fabra University and ESPOL (Lille). Since 2024, she has also been a senior associate researcher at the Center for European Policy Studies (CEPS).

Eulalia Rubio holds a master’s degree in public and social policy from Pompeu Fabra University and a doctorate in political science from the European University Institute (EUI). Her working languages are French, English, Spanish, and Catalan.
