[FR] Euroquestions #88 | European programmes to support the defence industry

In early March 2024, the European Commission proposed a new initiative, the European Defence Industry Programme (EDIP). This involves moving from emergency measures to help Ukraine to a more structural and longer-term approach to supporting European industrial competitiveness in the field of armaments. The EU could adopt an ambitious strategy in this area as part of its next multiannual financial framework. The aim would be to encourage Member States to invest more, and to cooperate more. However, discussions on a common armaments policy are not new… What tools does the European Union have at its disposal, given that defence policy remains a national prerogative? How can we encourage procurement from European industry, and at what cost? How does this prospect fit in with NATO? Beyond the announcements, can the EU’s strategy have a decisive impact in this sensitive sector?
