This Policy Paper was written by Pascal Lamy, President emeritus of the Jacques Delors Institute, Sébastien Maillard, director of the Jacques Delors Institute, Henrik Enderlein, director of the Jacques Delors Institut – Berlin and Daniel Debomy, director of OPTEM, for the 26st Franco-German Meeting in Evian that took place on the 8th of September 2017.
