Chers amis allemands et français, Je vous souhaite la bienvenue en me réjouissant que cette journée d’études franco-allemande se déroule très opportunément, deux jours après que la Commission a adopté un projet de position commune pour les Quinze vis-à -vis des douze pays candidats. La proposition concerne le budget pour la période transitoire, mais Allemands et Français sont mieux placés que les autres pour savoir pourquoi on n’a pas commencé par ce qui aurait paru logique, C’està – dire par s’interroger et débattre sur le devenir des politiques communes, politique agricole et politique structurelle, avant d’en fixer les montants. Je n’ai pas l’intention d’anticiper sur vos débats ; les problèmes sont bien posés et vous permettront d’entrer dans un certain détail. Mais il me semble qu’en prélude à ces discussions, on peut se poser des questions sur l’évolution même du concept de cohésion économique et sociale, qui a figuré pour la première fois dans l’Acte Unique et qui a été repris dans le Traité de Maastricht. Et, bien entendu, le faire à la lumière des besoins et des problèmes des pays candidats, et donc des contraintes liées à l’élargissement.
