[FR] Draft Constitution: Why a “rear guard” should be established

To break the deadlock on the draft Constitution, a vanguard of Member States is being presented as a panacea. That is easier said than done, however, in the draft Constitution currently before the Intergovernmental Conference. In reality, one might wonder whether the problem has been properly identified. Indeed, it must be noted that the vanguard approach has never worked, whereas Europe has repeatedly been able to organise the rearguard of Member States that do not want to participate in a new policy. It could also consider this approach for those who are unable to accept the Constitution following a negative referendum.
