[FR] Political and democratic health check for Europe in the face of Covid

The Covid-19 pandemic was an unprecedented event in the history of European democracies – not only because of its health and economic consequences, but also because of its impact on the very functioning of democracies. The governments of all Member States responded by introducing unprecedented restrictions, albeit to varying degrees, which raised questions, reservations and sometimes even opposition among the public. In these exceptional circumstances, it is important to be particularly vigilant in assessing the impact of the measures taken on the health of democracies. With this in mind, this report analyses not only the intensity of the measures taken, but also their nature and, above all, their short-, medium- and long-term consequences: the question is whether the Covid-19 pandemic has indeed brought about a lasting transformation of European democracies and what responses can be made to the weaknesses revealed by this health crisis.
