The Artificial Intelligence Revolution by 2035 (Short version)

This study analyzes the impact of the artificial intelligence (AI) revolution through 2035 and the means to regulate this technology by setting limits to maintain human control. Since the launch of ChatGPT 3.5 in November 2022, AI has evolved from a specialized IT tool to a mass-marketed consumer product, with over 1.5 billion monthly users worldwide; 25% of the working population in developed countries uses it on a daily basis.

Commissioned by the CRiP (Club of Infrastructure, Technology and IT Production Managers), this study analyzes the impacts of the AI revolution in the short term (2026–2028) and the medium term (2035).

It employs a mixed methodology, including a survey of companies and organizations in France, Europe and internationally – with a total of 460 responses – supplemented by twelve interviews with business leaders, practitioners and academics.

This study addresses the economic, political, environmental and societal dimensions of the AI revolution, formulating operational recommendations for businesses and policymakers.

It focuses on developed countries, primarily France and Europe, but includes comparisons with other countries such as the United States, China and Japan.

In terms of methodology, three parallel versions of the same survey were administered to distinct audiences, reinforcing the study’s conclusions:

  • French-language survey of the Jacques Delors Institute (JDI) network (327 respondents): this includes researchers, European civil servants, think tanks, NGOs and public administrations within the European Francophone community.

  • English-language survey of the JDI network (96 respondents): with a similar audience to the French-language version, but broader in terms of international reach.

  • Survey of CRiP members (37 respondents): primarily business leaders, Chief Information Officers (CIOs), or Chief Technology Officers (CTOs), members of the CRiP in France.
