A mesure que se rapproche l’échéance de 2004, je suis de plus en plus convaincu que la réussite de l’élargissement vers l’est constitue le plus grand projet et le plus exaltant pour l’Union européenne dans les 15 prochaines années. En disant cela, je suis parfaitement conscient du manque d’enthousiasme de nos opinions publiques. Souvent les citoyens des Quinze craignent qu’en accueillant 10 ou 12 nouveaux membres la grande Europe se transforme en une simple zone de libre échange et qu’elle ne soit plus fidèle à la vision que nous avions forgée pour l’Union européenne à Maastricht. Cette vision était basée, je le rappelle, sur un équilibre dynamique entre la compétition, la coopération et la solidarité. Il est vrai que les critères de Copenhague, comme l’attention des négociateurs européens, ont eu tendance à pousser les gouvernements des pays candidats à concentrer leurs efforts sur la transition vers l’économie de marché, une fois la démocratie consolidée. Des inquiétudes comparables sont perceptibles dans les pays d’Europe centrale et orientale (PECO). Alors que le but est proche, on sent poindre une certaine lassitude, notamment parmi les jeunes. Ils nous demandent souvent « Tous ces efforts chèrement payés par un creusement des inégalités sociales et régionales sont-ils vains ou plutôt insignifiants au regard du chemin restant à parcourir ? », « L’Union européenne ne tiendra-t-elle pas ses promesses en devenant soudain avare, au moment de notre intégration ? »
