Elisabeth Guigou began her career as adviser to President François Mitterrand. She was Minister of European Affairs from 1990 to 1993. In 1992 she was elected to the Council of the Provence-Alpes-Côte d’Azur region, and to the European Parliament in 1994. She was Minister of Justice from 1997 to 2000, and Minister of Employment from 2000 to 2002. In 2002 she was elected Member of Parliament representing the 9th District of the Seine-Saint-Denis department. She founded the association Europartenaires in 1994, which she currently chairs.
She is member of Jacques Delors Institute‘s Board of Directors.
