In recent weeks, the European Union’s sanctions strategy towards Russia has been the subject of criticism. Sanctions are currently the main tool available to the EU to assert its power externally and ensure its strategic coherence internally. However, these policies also have their limits; for example, they have not succeeded in ending repression in Belarus or Myanmar. Halfway between the coercion of military hard power and the influence of cultural soft power, the sanctions strategy is the EU’s main means of establishing strategic leverage on the international stage. But why are some in Europe questioning the sanctions against Russia? Have they been effective so far? What about a powerful Europe?
