[EN] A Franco-German Agenda for European Economic Security

Europe’s economic security policy reaches a decision point this autumn. The Council must settle within months on the definition of EU
origin in the Industrial Accelerator Act and the Public Procurement Act.

The Commission is preparing a diversification tool and confronting China over the sharp rise in its exports. France presented its economic security doctrine on 24 September 2026, and Germany will publish its first economic security strategy before the end of the year.

The two governments have committed to a joint roadmap on China ahead of the European Council of 15-16 October 2026, and France will have a new president in May 2027.

What is written into European law in the next six months will be harder to undo. What is not might be harder to secure in the future.

This report draws on nine closed-door workshops held between November 2025 and May 2026, convened by the Jacques Delors Institute with the support of the Auswärtiges Amt, the Direction générale du Trésor, Bayer, BMW Group, Renault Group, the BDI and Medef.

More than 300 French and German officials, business representatives and experts examined six horizontal instruments and four sectors.
