Carlos Moedas is a Portuguese engineer, economist, and politician. He was European Commissioner for Research, Innovation, and Science (2014–2019), where he notably led the Horizon 2020 program and launched an ambitious European innovation strategy.
Prior to that, he was Secretary of State to the Portuguese Prime Minister, responsible for coordinating European affairs during the eurozone crisis. He has also worked in the international financial sector, notably at Goldman Sachs in London.
Elected mayor of Lisbon in September 2021, he is now at the helm of the Portuguese capital. Carlos Moedas holds a PhD in economics from Harvard University and is Vice President of the Jacques Delors Institute.
