Phuc-Vinh Nguyen

Head of the Energy Centre

Phuc-Vinh Nguyen has been Head of the Energy Centre at the Jacques Delors Institute since October 2024 and a Senior Researcher on French and European energy policies since December 2020.

His work focuses on the European Green Deal and France’s role within it, French energy policy, and carbon markets (ETS1 and ETS2) for gas and electricity. Together with Alice Moscovici, he works on the electrification of the European economy as well as European electricity grids.

He is also an adjunct lecturer at Sciences Po Paris, HEC Paris, and the IRIS School of Applied Geopolitics. Before joining the Jacques Delors Institute, he worked as a legal intern with the French National Energy Mediator, then as a parliamentary assistant intern at the European Parliament, and later as a policy officer at the Brussels office of the French Electricity Association (Union Française de l’Électricité).

Phuc-Vinh Nguyen is trained as a lawyer and holds a Bachelor’s degree in Private Law, a Master’s degree in European Business Law (Jean Moulin Lyon III University), and a Master’s degree in Energy Law (Paris I Panthéon-Sorbonne University), where he graduated top of his class. His working languages are French and English.
