Phuc-Vinh Nguyen

Head of the Energy Centre

Phuc-Vinh Nguyen has been Head of the Energy Center at the Jacques Delors Institute since December 2024 and a researcher in French and European energy policy since December 2020.

His work focuses on France’s role in the European Green Deal, French energy policy, the fossil fuel price crisis, and the European carbon and electricity markets.

He is also a visiting lecturer at Sciences Po and the IRIS School of Applied Geopolitics. Before joining the Jacques Delors Institute, he was a trainee lawyer with the National Energy Ombudsman, a parliamentary assistant at the European Parliament, and a policy officer at the Brussels office of the French Electricity Union.

Phuc-Vinh Nguyen is a lawyer by training, holding a bachelor’s and master’s degree in European business law (Jean Moulin Lyon III University) and a master’s degree in energy law (Paris I Panthéon-Sorbonne University, top of his class). His working languages are French and English.
