“The pre-war days when we had access to abundant and cheap fossil fuels are over […] the next winters, and not only this one, will be difficult”, said European Commission Vice-President Frans Timmermans on 14 September. Against the backdrop of the war in Ukraine, concerns about European energy supplies and high inflation, prices and access to energy for European citizens is a major issue in the just transition sought by the European Union. In 2021, more than 30 million Europeans were suffering from fuel poverty on the continent. The current rise in energy prices is fuelling a cost-of-living crisis that is affecting the lowest income households the most. What are the measures proposed by the EU and Member States to combat this phenomenon?
