Euroquestions #91 | What impact will future enlargements have on the EU budget?

A persistent idea in the European debate is that new accessions to the Union- particularly of poorer countries – have a significant negative impact on the EU budget. A recent study commissioned by the European Parliament’s BUDG Committee examines this issue in detail. The study reviews adjustments made to the EU budget during past enlargements and estimates the budgetary costs of the accession of all current candidate and potential candidate countries (excluding Türkiye) under different scenarios for 2028-2034. It then provides policy recommendations for adapting the next MFF to future enlargements, emphasizing the need for a credible commitment to pre-accession support, the importance of addressing the ‘statistical effect’ on Cohesion Policy allocations, and the challenges posed by Ukraine’s accession, particularly in relation to the Common Agricultural Policy (CAP). So what are the implication of Ukraine joining the EU ? Will the EU budget be significantly affected with new Member States ?
