Four Years After Russia’s Full-Scale Invasion: What Future for Ukraine and Europe?
Background:
24 February 2026 marks the fourth anniversary of Russia’s full-scale invasion of Ukraine. It provides an opportunity not only to assess the devastating consequences of the war, but also to examine the challenges that lie ahead for Ukraine and for Europe as a whole: ending the war, rebuilding the country, advancing Ukraine’s path towards EU membership, and ensuring the long-term security of the European continent.
This edition of EuroQuestions will take stock of the conflict and Ukraine’s reconstruction efforts, analyse the EU enlargement process and the opportunities and risks associated with a rapid accession of Ukraine to the European Union, and explore the ongoing discussions on a new European security architecture in response to the Russian threat and the gradual disengagement of the United States.
Questions to answer:
- What are the prospects for ending the war, and what conditions would be necessary for a just and lasting peace?
- What are the main political, economic, and institutional challenges facing Ukraine’s reconstruction, and what role should the European Union play?
- Can Ukraine’s accession to the European Union be accelerated without undermining the Union’s cohesion and decision-making? More broadly, what kind of European security architecture is needed in response to the Russian threat and a reduced U.S. security commitment?
Speaker(s):
Sébastien Maillard is Special Adviser at the Jacques Delors Institute, where he has worked with the Greater Europe Centre since September 2023 on EU enlargement, EU–UK relations, and the European Political Community. He served as Director of the Jacques Delors Institute from 2017 to 2023 and is an Associate Fellow at Chatham House.
What are EuroQuestions?
EuroQuestions are 30-minute online discussions held two to three times a month, bringing together a moderator (either Christine Verger or William Malaterre) and a guest speaker to discuss a pressing European issue. The guest speaker typically delivers a 15–20-minute presentation, followed by a 10-15-minute discussion with the moderator.
