“One Europe, One Market”: After the Letta Report, where does EU Single Market integration stand? 

Context:

In a world where major powers are increasingly in competition, going it alone is a guaranteed path to falling behind. The European scale has therefore become the only relevant one, requiring a genuine pooling of resources and capabilities. In this context, Europe could build on its main asset: the Single Market. 

One condition is essential: urgently addressing its fragmentation. Thirty years after its creation, the European market still operates as a patchwork of national markets. The result: companies struggling to scale up, investments leaving the continent, and a Europe that remains too small in the face of global powers. In a world where size determines power, this fragmentation is not only an obstacle to growth—it is a strategic vulnerability. 

The response, initiated by the 2024 Letta Report, remains on the table: “One Europe, One Market.” This roadmap, adopted by the European Council in March 2026, sets a 2028 deadline across three decisive pillars: capital, energy, and digital. In this context, the Jacques Delors Foundation – Friends of Europe has launched the Single Market 2028 coalition to mobilise relevant stakeholders around this central issue. This EuroQuestions will seek to assess what has actually progressed since the Letta Report, what remains to be done, and what conditions are required to deliver on the stated ambitions.

Questions to Explore:

  • What are the current concrete priorities and the actual tools made available by the European Union to advance the Single Market? 
  • Europe seeks greater sovereignty and independence – but is it truly capable of achieving them, when its reflexes often lead it toward compromise with major powers rather than strategic autonomy? 
  • Are the three pillars (capital markets union, energy, and digital) progressing at the same pace – and could a blockage in one area jeopardise the whole project? 

Speaker Introduction: 

Tullio Ambrosone was Former Chief of Staff to Enrico Letta. His at the heart of the reflection on the future of the European Single Market and now serves as Director of the AREL Single Market Lab, a structure dedicated to the implementation and monitoring of Single Market reforms. He is also Coordinator of the IE University Competitiveness Hub. 

What are EuroQuestions?
EuroQuestions are sessions held twice a month in the form of 30-minute online exchanges, bringing together a moderator (Ms. Christine Verger or Mr. William Malaterre) and a guest speaker to discuss European issues. These sessions take place on Wednesdays, from 2:30 PM to 3:00 PM. The speaker is generally given a presentation time of approximately 15/20 minutes, followed by a 10/15-minute exchange with the moderator.
