Two Months In: Have Europe’s Energy Responses Fallen Short?

Context:

For the past two months, a military escalation around Iran has reignited regional tensions and destabilised the balance in the Middle East. Beyond its geopolitical implications, this instability has had global repercussions, with the EU not spared as it faces its second energy crisis in just four years.

The conclusion is clear: our energy sovereignty remains a work in progress. Despite reducing our dependence on Russian gas, we are still vulnerable to geopolitical shocks and fluctuations in global markets.

As part of this EuroQuestions, the Energy Centre of the Jacques Delors Institute proposes to examine the energy implications of the crisis: soaring oil and gas prices, fragmented responses within the European Union, and growing pressure to roll back electrification and climate protection measures.

This EuroQuestions will also provide an opportunity to present an updated version of the dedicated tracker, which maps the measures adopted by each Member State to mitigate the impact of rising oil and gas prices. It will also serve to formulate recommendations in favour of an “electrification shock” — a transition that has become essential if Europe is to strengthen its strategic autonomy and economic independence.

Questions to Explore:

  • In terms of energy supply and prices, what are the long-term consequences of the Middle East conflict? Of a potential sustained blockage of the Strait of Hormuz?

  • How can the lack of European coordination on response measures be explained? What major similarities and divergences can be observed through your tracker?

  • In what ways can Member States pursue ambitious electrification policies? What form should these take? At what level?

Speaker Introduction

Alice Moscovici has been a researcher at the Energy Centre of the Jacques Delors Institute since April 2025, working on issues related to French and European industrial and energy policies. Her research focuses on the various dimensions of the Clean Industrial Deal. She is particularly interested in electrification challenges, including infrastructure and grid-related issues, as well as industrial policies applied to clean technology sectors and the chemical industry.

What are EuroQuestions?
EuroQuestions are sessions held twice a month in the form of 30-minute online exchanges, bringing together a moderator (Ms. Christine Verger or Mr. William Malaterre) and a guest speaker to discuss European issues. These sessions take place on Wednesdays, from 2:30 PM to 3:00 PM. The speaker is generally given a presentation time of approximately 15/20 minutes, followed by a 10/15-minute exchange with the moderator.
