[FR] Euroquestions #74 | European defence industrial strategy after two years of war in Ukraine

As announced by Ursula von der Leyen in her 2023 State of the Union address, the European Commission will soon unveil its new European industrial defence strategy. Initially scheduled for November and then postponed to 27 February, this announcement has been delayed until early March, proving that developing a European industrial defence strategy is anything but easy. This new strategy aims to strengthen European production capacity, particularly in the context of the aid provided to Ukraine over the past two years and since the start of the Russian invasion, but also in the face of the return of war to Europe after 30 years of peace dividends. The challenges are numerous and raise many questions. How can cooperation between European defence companies be strengthened in order to pool production chains and increase production rates? If Donald Trump wins the US election in the autumn, what would be the impact of a US withdrawal from Europe and Ukraine? Does Europe have the capacity to defend itself against Russia? Can and should we contribute to a European defence fund? What objectives should Europeans set for European defence?
What European industrial strategy should be adopted to meet these challenges? To discuss all these issues, we will welcome Sylvie Matelly, Director of the Jacques Delors Institute and specialist in international economic and defence issues.
