European Union sanctions ‘may target third-country governments, entities and individuals. The EU may impose restrictive measures to implement United Nations resolutions, reinforce United Nations sanctions, or on its own initiative,’ as explained on the Council of the EU website. Although the EU does not have a common foreign policy, it does have a common sanctions mechanism. What is its purpose? How does it work? Are sanctions really effective? Why have those imposed on Russia since 2014 and 2022 not brought about a change of course in Vladimir Putin’s policy?
