Les Midis d’Europa Expérience #7 | Housing crisis: are Europeans all in the same boat?

*This event will be in French

Date: 17 november 2026, from 12:30 to 13:30 (registration required)

Location: at Europa Expérience. 28, Place de la Madeleine, 75008, Paris

Background:

Housing has become a major social and economic challenge across many EU Member States. Rising housing prices, a shortage of affordable homes, the exponential growth of short-term tourist rentals, and increasing difficulties for young people in accessing housing are fuelling a sense of social and economic decline across Europe.

Long regarded as primarily a national responsibility, housing is gradually moving up the European agenda. Through its European Affordable Housing Plan and its proposed Recommendation on Housing Exclusion, the European Commission seeks to mobilise EU funding, support housing construction, and strengthen cooperation among Member States.

Key questions:

  • Has the housing crisis become a genuinely European issue that requires a European response?
  • What solutions can the European Union provide to address the housing crisis? Can it effectively act on housing without encroaching on national and local competences?
  • Beyond the shortage of new housing supply, how should we tackle inadequate housing conditions and energy-inefficient homes? What is the EU doing in this area?

Speaker:

Sarah Coupechoux is Head of the Europe Mission at the Fondation pour le Logement des Défavorisés. She is an expert on housing rights and social justice in France and across Europe. Trained in international law, she approaches social policy issues from a legal and human rights perspective. In July 2025, she joined the Housing Advisory Board, alongside 15 European housing experts tasked with advising the European Commission on its Affordable Housing Plan.
