Research project REGROUP

Since 2022, the Jacques Delors Institute is working with 13 European universities and think tanks, coordinated by the University of Groningen, on the Horizon Europe research project REGROUP (Rebuilding governance and resilience out of the pandemic. Its aim is to analyse the consequences of the COVID-19 crisis and other crises for governance and public policy at national, European and international level.

In the framework of REGROUP the JDI has published various research and focus papers:

  • Will Europe be forged in crises? The impact of the Covid-19 and Ukraine crises on EU actorness
  • Drivers of economic risk and scenarios for the EU
  • Beyond ad-hoc responses: Strengthening the EU’s fiscal capacity for security and climate (with EPC)

The JDI has also organized a ‘mini public’ in France on the topics of disinformation, scientific communication and the role of experts in political decision-making in the context of the Covid-19 crisis. It allowed citizens to exchange and develop recommendations, which are summarized in a report:
