Study on the budgetary impact of further enlargement

This study examines the implications of future enlargements for the next Multiannual Financial Framework (MFF). It reviews the adjustments made to the EU budget during previous enlargements and assesses the budgetary costs associated with the accession of all current and potential candidate countries (with the exception of Turkey), according to three alternative scenarios which differ in the number of countries concerned by enlargement and the timetable for it. The study then makes policy recommendations for adapting the next MFF to enlargement. The study was commissioned by the European Parliament’s Committee on Budgets.
The study was coordinated by the Jacques Delors Institute, in partnership with the Jacques Delors Centre, CEPS (Centre for European Policy Studies) and the London School of Economics.
