A “federalism by exception” for the Eurozone

Notre Europe – Jacques Delors Institute offers you the synthesis of the conference-debate on the Report by the Tommaso Padoa-Schioppa Group, ”Completing the Euro: A road map towards fiscal union in Europe”, which took place in Paris on 25 September 2012. Three members of the group, Henrik Enderlein, Jean-Claude Piris and Maria João Rodrigues, participated in the debate which was moderated by Catherine Chatignoux.

On 25 September 2012, Notre Europe – Jacques Delors Institute organised a conference-debate to present the report of the Tommaso Padoa-Schioppa group, “Completing the euro: A road map towards fiscal union in Europe”. Today we publish the synthesis of debate.

After an introduction by Yves Bertoncini, director of Notre
Europe – Jacques Delors Institute
, and a brief presentation
of the report by Henrik Enderlein, coordinator of the group, three
members of the
Padoa-Schioppa group (Henrik Enderlein, Jean-Claude Piris and Maria João
Rodrigues) exchanged with the audience on a variety of topics. The debat was moderated by Catherine Chatignoux, deputy editor-in-chief of French daily Les Echos’s international section

The discussions were about the implications in terms of transfer of
sovereignty of the European Debt Agency proposed by the group, the
technical features of the anti-cyclical insurance fund, the distinction
between EMU structural and conjunctural divergences, on whether there is
a need for more convergence in social and welfare policies within the
EMU and on the legal and
institutional implications of an in-depth reform of the EMU.
