EU Support for Natural Disasters : Assessing the adequacy of the post-2027 MFF proposals

In response to the growing impact of natural disasters in Europe, this study assesses whether the funding planned under the future EU budget (2028–2034) is adequate and coherent. It highlights the lack of an integrated vision in current instruments and puts forward recommendations to improve the effectiveness, coordination, and impact of disaster risk management tools.

  • A simplified yet more flexible budget architecture, granting greater discretion to Member States through new National and Regional Partnership Plans

  • Increased investment in research, innovation, and climate technologies, despite the discontinuation of the LIFE programme

  • A significant boost to preparedness and crisis management capacities, notably through the EU Civil Protection Mechanism

  • A new cascade mechanism for response and recovery, enabling a more gradual and integrated mobilisation of funding in the event of disasters
