Monday September 5, the Council for the Future of Europe published this statement, co-signed by Jacques Delors, in Nicolas Berggruen Institute in Brussels.

About this Council: 

It is less than two years since the Treaty of Lisbon entered into force and at the time many were convinced that it would be the last treaty change for a generation. Since then however, the historic project of European integration has stalled. The absence of common political will on the continent to successfully resolve Europe’s sovereign debt crisis has led to a crisis of governance in the EU itself. 

Europe thus finds itself at yet another crossroads. As Tommaso Padoa-Schioppa noted in Notre Europe’s last Annual Report, “the EU is hovering between disunion and union”.
