About this Council:
It is less than two years since the Treaty of Lisbon entered into force and at the time many were convinced that it would be the last treaty change for a generation. Since then however, the historic project of European integration has stalled. The absence of common political will on the continent to successfully resolve Europe’s sovereign debt crisis has led to a crisis of governance in the EU itself.
Europe thus finds itself at yet another crossroads. As Tommaso Padoa-Schioppa noted in Notre Europe’s last Annual Report, “the EU is hovering between disunion and union”.

Jacques Delors, Tony Blair, Juan Luis Cebrian, Felipe Gonzales, Alain Minc, Robert Mundell, Rodrigo de Rato, Nouriel Roubini, Gerhard Schroder, Micheal Spence, Joseph Stiglitz, Matti Vanhannen, Guy Verhofstadt and Max Von Bismarck.
