In 1957, agreement on the role of agriculture was such that agricultural policy was defined in the Treaty of Rome itself. According to Article 39, the objectives of the CAP were to: increase agricultural productivity by promoting technical progress and ensuring the optimum use of all factors of production, in particular labour; ensure a fair standard of living for the agricultural community, in particular by raising the individual earnings of persons engaged in agricultural activities; stabilise markets; to guarantee security of supply; to ensure reasonable prices for consumers.
