The move from a functionalist to democratic method
Florence Chaltiel Terral takes a stand in the debate on the Community method launched by Notre Europe. After wondering if the Community method is obsolete or not, she believes that it has to be adapted to the European federalism it generated, through the promotion of a European democratic method.

After mentioning the genius of the founding fathers of
the EU who invented the “Community method”, she wonders if it is obsolete or
not.
She believes it is impossible to answer this question clearly
as the initial “Community” characteristics no longer exist. However at a time
of unprecedented crisis, getting back to the basics that clearly embody the
Community method might be a safe solution.
The challenge today is to adapt the Community method
to the European federalism that it generated and to move toward European
democracy. To that effect, the “European democratic method” that she favours
requires to build a European public space that is currently inadequate.
