Abstract
Energy efficiency is a key dimension of the EU energy policy and has become a matter of energy security, resilience, competitiveness and social cohesion. Yet, there are still many challenges to assessing the wider benefits of energy efficiency measures and integrating them into policy design and investment decisions. This policy paper puts forward several policy recommendations to improve data collection, design tailored methodologies for financial institutions and private entities, provide national and local policy makers with technical assistance as well as with the necessary human and financial ressources, as well as to develop and make easy-to-use policy support tools, such as the Referee tool, widely available.
