Arnaud Magnier

Arnaud Magnier is Director of the Jacques Delors Institute since 1 September 2026.

Arnaud Magnier has more than twenty years of experience in European affairs and public policy, working within French institutions as well as in the private sector. He has held several senior positions, including Director of Institutional Relations and Special Adviser to the Secretary-General of the General Secretariat for European Affairs (SGAE), and has worked with several Ministers for European Affairs. More recently, he served as Adviser to the President of the French Economic, Social and Environmental Council (CESE), where he was notably responsible for European and international affairs and citizen participation.

He has held during his career a long-standing commitment to European integration and civic engagement. Arnaud Magnier notably served as Vice-President of the European Movement France and as Secretary-General of the Citizens’ Consultations on Europe, launched in 2018 at the initiative of France.

Arnaud Magnier teaches European affairs and institutional sociology at Sciences Po, at the Institut national du service public (INSP) as part of the Advanced European Studies Programme, and at Université Paris 8 Vincennes–Saint-Denis within the Institute for European Studies.

He graduated from Université Paris 1 Panthéon-Sorbonne, where he obtained a DEA in Law and Political Science, specialising in European affairs. He also holds a PhD in political sciences. He speaks French and English.
