Title:

After the European Council: What Ambition for Europe, and What Role for France?

Background:

Following the European Council of 15–16 October 2026, the Jacques Delors Institute will be pleased to welcome Benjamin Haddad, Minister Delegate to the Minister for Europe and Foreign Affairs, in charge of European Affairs, for a discussion on the summit’s conclusions, France’s priorities and the future of the European Union, particularly in terms of competitiveness, financing and resilience in a rapidly changing world.

Against a backdrop of geopolitical tensions and budgetary constraints, EU leaders will have addressed the challenges facing European competitiveness, including deepening the Single Market, strengthening investment capacity and reducing strategic dependencies. As negotiations on the next Multiannual Financial Framework (MFF) for 2028–2034 get underway, how can the EU reconcile its traditional priorities with its emerging needs in defence, the energy transition and technological sovereignty? What trade-offs will France seek to defend, and how can Member States reach an agreement on the priorities and resources of the future EU budget?

These issues are central to the Jacques Delors Institute’s work, notably through Enrico Letta’s report Much More Than a Market, published in April 2024, and the One Europe, One Market initiative, which seeks to mobilise European stakeholders around a common reform agenda. Strengthening Europe’s investment capacity, deepening economic integration, developing the Energy Union, and enhancing connectivity and solidarity among Member States are all key levers for reinforcing the EU’s competitiveness and capacity to act.

This discussion with Minister Benjamin Haddad will provide an opportunity to revisit the European Council’s conclusions, gain insight into France’s position and explore the prospects for a more competitive, resilient and cohesive Europe.

Questions to answer:

  • What are the key takeaways from this European Council, and to what extent has France succeeded in advancing its priorities?
  • Two years after the Letta and Draghi reports, why are the reforms needed to strengthen the Single Market and European competitiveness still struggling to make progress? On which issues does France intend to take a leading role in the coming months?
  • Following this European Council, where do negotiations on the 2028–2034 Multiannual Financial Framework (MFF) stand? What coalition is France seeking to build to defend its priorities and help forge a compromise among Member States.

Speaker(s):

Benjamin Haddad has served as Minister Delegate for European Affairs since September 2024. After completing his studies, he began his career as an international relations researcher at the Hudson Institute (2014–2018), before becoming Director of the Europe Center at the Atlantic Council in Washington, D.C. (2019–2022). He was elected Member of Parliament for Paris’s 14th constituency in 2022.

What are EuroQuestions?

EuroQuestions are 30-minute online discussions held two to three times a month, bringing together a moderator (either Christine Verger or William Malaterre) and a guest speaker to discuss a pressing European issue. The guest speaker typically delivers a 15–20-minute presentation, followed by a 10-15-minute discussion with the moderator.
