Background:
The free movement of workers is one of the founding principles of the single market. However, working in another Member State often remains a complex matter: the recognition of qualifications, the accrual of social security entitlements, pension rights and unemployment benefits, opaque tax systems and language barriers all act as barriers to mobility across Europe.
The Commission now intends to take this a step further with the Skills Union and a new package dedicated to labour mobility. The aim is, in particular, to make skills more easily transferable from one country to another and to simplify administrative procedures for mobile workers.
Key questions:
- What does exactly the Skills Union entails, and how might it change employment and skills in Europe? And what about young people?
- Why is worker mobility still so limited within the single market?
- How can European mobility be turned into a genuine tool for entering the labour mark, particularly for young people furthest from employment?
Speaker(s):
Sofia Fernandes is Deputy Director of the Jacques Delors Institute and Director of the Académie Notre Europe. She oversees the management and development of the Institute, as well as its civic activities and the promotion of Jacques Delors’ legacy. She has expertise in European social issues, including European employment policy, worker mobility, skills, social rights, and transition support.
