Public Sector Reform: How the EU budget is used to encourage it

This study analyses both the current role and the full potential of the EU budget in fostering public sector reforms in the Member States. It has been requested by the European Parliament’s Committee on Budgetary Control.

The recent European crisis has put the issue of government efficiency high on national and EU agendas. While the EU budget provides significant amounts of funding in support to administrative reforms, the effectiveness of this action is unclear.

This study analyses the current role and full potential the EU budget in fostering public sector reforms in the Member States.  The study has been requested by the European Parliament’s Committee on Budgetary Control. It has been ellaborated by a consortia composed of researchers from the Jacques Delors Institute (Dr. Eulalia Rubio, Dr. David Rinaldi), the Centre for European Economic Research in Mannhweim (Prof. Dr Friedrich Heinemann, Dr Zareh Astrayan, Mustafa Yeter) and the European Policy Centre (Dr. Fabian Zuleeg).
