Meloni was elected Prime Minister of Italy in October 2022 following a campaign where she deliberately had a vague slogan « Italy Changes Europe ». After almost two years of building up her credentials as a pragmatic stateswoman willing to work with and within the EU institutions, her European policy and strategic choices in recent months have left observers sceptical about her euro-comptablitie side. At first, she showed a constructive approach: support of Ukraine, pushing Italy out of the Chinese Belt and Road Initiative and positive attitude during EU summits. However, the results of the European elections and the European institutional game have revealed a new facet of Giorgia Meloni that the European level had not really experienced before: fury over the top jobs deal and her refusal to endorse Ursula von der Leyen for a second mandate at the European Commission (both as leader of the European Council and her group in the European Parliament), and her votes against António Costa as European Council president and Kaja Kallas as High Representative. So, has Meloni showed her true colours, betraying the pragmatic image? Has she really change Europe within? Will her political group the European Conservatives and Reformists (ECR) bridging the gap with the European People’s Party (EPP) group at the European Parliament? What would happen if her Commissionaire-candidate Raffaele Fitto fails to pass the European Parliament hearings? Or if his executive vice-presidency is called into question? And can Meloni claim to be influential in the European Union, given her country’s budgetary difficulties? To discuss all these questions, we have the pleasure to welcome Nathalie Tocci, Director of the Istituto Affari Internazionali and member of the Board of Directors of the Jacques Delors Institute.
