The need to repay the “Next Generation EU” debt has increased the pressure to create additional “own resources” for the Union. In 2020, when the Recovery/MFF package was adopted, the three EU institutions agreed on a detailed roadmap for the progressive introduction of various new EU’s resources before 2026. The first step in this roadmap was taken last December, when the Commission launched a proposal of three new Own resources: one based on the reformed emissions trading system (ETS), the second drawing on the resources generated by a new carbon border adjustment mechanism (CBAM), and the third based on the implementation of the ‘pillar one’ of the OECD/G20 global corporate tax agreement.

Almost two years after the adoption of the Recovery package, we welcome our Senior Researcher on european economic affairs, Eulalia Rubio, to give us a progress report on the implementation of the roadmap for the introduction of new own resources, give us her views on the Commission’s first proposed basket of new own resources, discuss the prospects of success and examine possible avenues of action in the future.
