A new institutional equilibrium and collective sovereignty
The Constitutional treaty is an important step forward for European integration and presents a number of unquestionable progresses. But this is not a Constitution but a Treaty which stays submitted to a diplomatic revision mode, and the 18 June agreement is a disappointment in many respects.
