[FR] Towards a new European Union
Speech by Jacques Delors at the Instituto de España on 9 May 2002

At the end of this exhaustive series of conferences, organised here at the Instituto de España, certain themes have emerged that reveal a desire for Europe to move forward again in an inspiring way. This is reflected in the term ‘New Europe’ used in your programme for rebuilding Europe and even in the hope placed in a European Constitution. Do we really need to start again or completely change our motivation? These are the questions we are asking ourselves today, and we are all trying to think about them, each from our own position as citizens, with, I must say, the great hope that many of us have for the Convention on the Future of Europe, from which we expect a lively exchange of ideas, fair and friendly debate and, if possible, joint projects.
