How to prioritize structural reforms in the euro area?

The Commission, the ECB, the IMF, and the OECD have made more than 200 recommendations to fight low growth rates, macroeconomic imbalances and divergence in the euro area. How to identify structural reform priorities?

The euro area still suffers from low growth rates, macroeconomic imbalances and divergence. Therefore, the European Commission, the ECB, the IMF, and the OECD have all called for more structural reforms in the euro area. Adding up all recent key reform recommendations by the European Commission and the OECD alone amounts to more than 200 recommendations for the 19 euro-area countries. How to identify structural reform priorities?

In this Policy Paper, Anna auf dem Brinke, Research Fellow and Henrik Enderlein, Director of the Jacques Delors Institut – Berlin, present a structured summary of the key reform recommendations for the euro area, put forward three reform priorities for each euro area country and present an overview of the reforms on a single page.
