The opportunities and risks of an institutional relaunch of the EU
For two years, Europe expects France an indication of how it intended to overcome the crisis caused by the “No” to the Constitutional Treaty. During the presidential campaign, the new president, Nicolas Sarkozy, has clearly indicated its intention to monitor the path: a reduced treaty negotiated quickly, and that could be ratified at the end of a parliamentary procedure. By wearing at the Elysee Palace, French voters have opened the door to a renewed debate on the fate of the treaty.
